Add gencost to Case format

Added gencost to Case so that it is loaded and stored there, added gencost for the test (power) systems in the repository and added a simple test to verify that a value in gencost is loaded correctly.
Gitlab CE will have an ongoing migration to a newer infrastructure on Thursday 29 October at 17.00 and will be in read-only mode from that point on, until 30 October at 07.00. This GUI will be disabled, as well as general services will be unavailable. Any changes made during the migration will be lost. More information to come
