Add gencost to Case format

Added gencost to Case so that it is loaded and stored there, added gencost for the test (power) systems in the repository and added a simple test to verify that a value in gencost is loaded correctly.
gitlab.sintef.no is being upgraded on 6.October from 18:00 and will be in read-only mode. Services may be unstable and/or partially unavailable. Any changes made during the upgrade will be lost.
