Add ivespe modules

Add Python files for modules written by ivespe/IBS:

  • grid_investment: Module for implementing grid investments and evaluating their costs
  • net_present_value: Module for socio-economic analysis and net present value calculations
  • year_repr: Module for representing a full year by representative periods.
